About Family Child Care
The Air Force Services Center (AFSVC) Child and Youth Programs are pleased to announce the launch of the Department of the Air Force Child and Youth (DAF CYP) website! FAMILY CHILD CARE (FCC) What is it?
The FCC program certifies providers to provide child care services in their on base and off-base housing. Licensed providers can care for no more than six children in the home, including the family care provider’s own children under eight years of age.
Providers receive training in child development, age-appropriate activities, health and safety of children, child abuse prevention and reporting.
A resource center is available for providers to check out equipment and developmentally appropriate toys to enhance the quality of care they provide. FCC providers are recruited to care for children with special needs including asthma, allergies, cerebral palsy, physical impairments, etc. The program accepts providers with chronic health problems.
FAMILY CHILD CARE (FCC) – Advantages
FCC programs are home environments that are safe and nurturing. Providers may offer hourly part-day, full-day, shift care, and weekend care. FCC also feature mixed age group, individualized attention, and a smaller group setting compared to center based programs.
Through Expanded Child Care (ECC) Air Force will subsidized child care costs for a variety of child care and life situations through FCC providers. Check ECC section for more information.
BECOMING A PROVIDER
Are you interested in starting your own business? Would you like to earn potentially up to $1,200 for one weekend per month? The FCC staff will train and you provide safe, developmentally appropriate, and engaging in-home child care for children 2 weeks for 12 years in your on-base or off-base housing.

You can be operational in as little as one month!
We are always looking for motivated individuals who wish to be child care professionals. Requirements include, but are not limited to:
- 18 years of age or older
- able to speak English
- in good mental and physical health
- undergo a comprehensive background check
- complete required trainings.
If you don’t want to operate your own FCC home consider becoming a Substitute FCC provider. Training requirements are the same but you provide care in another licensed providers home.
When do I need to become a provider?
You DO NOT need to become a provider if you are:
- An individual who occasionally provides care for a friend or neighbor
- An individual providing babysitting on an occasional basis
- A teenager doing evening or weekend care
- Providing child care in the child’s own home
- Providing care in your home for less than 10 hours per child per week
- Part of a parent-co-op where child care services are exchange and no money changes hands
- A person listen on the AF From 357 Family Care Plan providing temporary full-time care during a parent’s absence or deployment
How do enroll my child(ren) in FCC?
Parent(s)/guardian(s) wishing to enroll their children in FCC and/or any other Child & Youth Program (CYP) should visit militarychildcare.com and create a profile. Be sure to list you current family type (i.e. single-military, military with employed spouse) and an email address that is checked on a regular basis.
You can make a request at one or all of the FCC providers available.

What are the consequences of “Unauthorized Home Care”?
The Community Child Care Coordinator (CCCC) will contact the spouse providing the unauthorized care and/or the active duty sponsor in an effort to resolve the issue at the lowest level. The requirement and benefits of the FCC program will be explained to the spouse and sponsor and the family will be in-vited to join the FCC program.
If reports of unauthorized care continue the CCCC will notify the active mem-ber’s First Sergeant and the family will be advised to cease unauthorized care. An invitation to become a licensed FCC provider will be extended. The CCCC will notify the BBC Community Manager and the Air Force Housing Manage-ment Office.
If reports of unauthorized care continue, the 509 FSS Commander will be noti-fied and a team consisting of the CCCC, Child and Youth Services Flight Chief, and member of the FSS Commander’s office will conduct an unan-nounced visit. The team will provide an application for certification and a memo signed by the 509 MSG Commander as notice of unauthorized child care and certification requirements. Security Forces will be contacted if there are suspected violations of law.
Repeated reports of unauthorized care may result in the family losing their on-base housing privileges.
Expanded Child Care (ECC)
The ECC Program assists families in obtaining high-quality child care from certified providers at or near the installation.
Child care is available for children 2 weeks to 12 years.
Use of ECC is permitted once all paperwork is completed and approved.
Parents using ECC are expected to arrange their work schedules to have ample time to be with their children. ECC may not be used to support school attendance, off-duty employment, or any other child care needs not authorized.
Care is dependent on the availability of funding and providers.
AIR FORCE AID SOCIETY CHILD CARE FOR PCS (AFAS PCS)
Sponsored by the Air Force Aid Society, the AFAS PCS Program is designed to help relive some of the stress felt by families in the process of a PCS move. AFAS PCS provides 20 hours of child care per child at both the departing and inbound installation. Families may use the child care 60 days before the family’s departure and 60 days upon arriving at the new installation
ELIBILITY REQUIREMENTS
- Member of the Air Force
- Active Duty
- Active Duty Member Retiring
- Completed Child Care for PCS Certificate obtained from the Airman & Family Readiness Center
- Copy of PCS orders
PROCESS
- Once the PCS Certificate is obtained from the AFRC contact the Family Child Care (FCC) office at 660-687-5590 to obtain the names and contact information of current FCC providers.
- Schedule care with FCC provider.
- Record care on the forms provided. Be sure to sign the forms.
NOTE: Any care over the 20 hour limit will be paid at the provider’s full hourly rate.
NOTE: If there are no FCC providers available at the desired time then CCCC will send the CDC an email certifying the non-availability of FCC providers for AFAS PCS Care. Then you may schedule care with the CDC directly, subject to availability.
AIR FORCE AID SOCIETY CHILD CARE FOR VOLUNTEERS (AFAS VOL)
Sponsored by the Air Force Aid Society by the Air Force Aid Society, the AFAS VOL Program is designed to recognize the importance of volunteers to the installation community by assisting with child care expenses. The funding is not intended to replace other funding for that may be available for this purpose, but rather, to provide additional funds to increase the number of volunteers at the installation.
ELIGIBILITY REQUIREMENTS
- Member of the Air Force
- Active Duty
- Completed Child Care for Volunteers Certificate obtained from the Airman & Family Readiness Center (AFRC).
PROCESS
- Once the certificate is obtained from the AFRC contact the Family Child Care (FCC) office at 660-687-5590 to obtain the names and contact information of current FCC providers.
- Schedule care with FCC provider.
- Record care on the forms provided. Be sure to sign the forms.
NOTE: If there are no FCC providers available at the desired time then CCCC will send the CDC an email certifying the non-availability of FCC providers for AFAS PCS Care.
CHILD CARE SUPPORT FOR FALLEN WARRIORS (BC)
The BC Program is designed to assist families with civilian and military appointments to deal with a fallen warrior.
ELIGIBILITY REQUIREMENTS
- Fallen Warrior was a Member of the Military Service
- Fallen Warrior was an Active Duty or Reserve/Guard Member in activated status
- No other Adult in the household available to provide care
- Completed AF ECC Request
PROCESS
- Once AFSVC approves the AF FCC ECC you will be contacted and given the names and contact information of current FCC providers.
- Schedule care with FCC provider contact the FCC office at 660-687-1672 to inform them of the schedule.
- Schedule will be entered online and you will receive an email confirmation.
DEPLOYMENT/REMOTE ASSIGNMENT CHILD CARE SUPPORT (DCC)
The Deployment/Remote Assignment Child Care Support allows families 16 hours for pre-deployment, 16 hours each month of the deployment/remote assignment, and 16 hours post deployment. AF FCC Deployment Child Care support may be used once the member has orders and ends 60 days upon return from the deployment. AF FCC Remote Assignment Child Care may be used each month the member is on remote assignment.
ELIGIBILITY REQUIREMENTS
- Member of the Military Service
- Active Duty or Reserve/Guard Member in Active Status
- Assigned to or working on the installation
- Deployed in support of contingency operation
- Deployed for a minimum of 30 calendar days or personnel who routinely deploy on a short-term basis (cumulative of 30 days in a 6 month period)
- Copy of deployment orders/PCS orders
- Completed AF FCC Expanded Child Care Request
SCHEDULING PROCESS
- You submit an ECC request for DCC and a copy of the deployment orders.
- Paperwork is submitted for AFSVC approval. If you know the dates and times you would like DCC, submit that information as well with your paperwork, otherwise submit dates and times separately. AFSVC approves your specific requests with dates & times and then it is scheduled with available providers.
EMERGENCY MEDICAL CARE (EMC)
The EMC Program is designed to assist families who are experiencing a medical situation with an immediate family member.
ELIGIBILITY REQUIREMENTS
- Member of the Military Service
- Active Duty or Reserve/Guard Member in activated status
- Assigned to or working on the installation
- No other adult in the household available to provide care
- Medical statement for immediate family member
- Completed AF FCC ECC Request
EXTENDED DUTY CARE (EDC)
The EDC Program is designed to assist families when weekly parental workloads, due to extended duty hours, exceeds the normal operating hours of the facility where they are already purchasing full-time care.
EXAMPLES:
- mission related duty
- extended duty days
- temporary shift change (not to exceed 3 working days),
- rapid mobilization
- dual military or single parent deployment until alternate child care is arranged
- federal holidays, installation wide down days when DAF Child and Youth Programs are closed and parents are required to work

ELIGIBILITY REQUIREMENTS
- Member of the Military Service Active Duty, Reserve/Guard Member in activated status, or DOD Civilian
- Assigned to or working on the installation
- Must be scheduled to work – work must directly impact the mission
- No other adult in the household available to provide care

FCC 24/7 CHILD CARE
The FCC 24/7 Child Care Program is designed to assist families when their work schedules are outside the normal operating hours of the facility where they are already purchasing full-time care.
This program is specifically designed to support shift workers and any personnel who are required to work overnights, holidays, and weekends (e.g. Security Forces, Command Post, Fire Department, Medical, Force support, Intelligence Surveillance and Reconnaissance, and Distributed Common Ground System).
ELIGIBILITY REQUIREMENTS:
- Member of the Military Service
- Active Duty, Reserve/Guard Member in activated status, or DOD Civilian
- Assigned to or working on the installation
- Must be scheduled to work – work must directly impact the mission
- No other adult in the household available to provide care
- Must be purchasing full-time care
- Copy of schedule
- Completed AF FCC ECC Request
HOME COMMUNITY CARE (HCC)
The HCC Program is designed to provide child care for those members of the Guard and Reserves (CAT A and B) during their regularly scheduled, or properly re-scheduled, drill periods.
The care is for Training Periods and Unit Training Assemblies only. Other forms of Inactive Duty training (e.g. RMPs and AFTPs) do not qualify for HCC. In addition, individuals on active duty orders (e.g. AT, ADOS, MPA, or RPA) do not qualify for HCC.
Up to three UTA weekends can be put on one HCC request.
ELIGIBILITY REQUIREMENTS:
- Member of the Military Service
- Reserve or Guard
- Assigned to an Air Force Guard or Reserve Unit/Installation
- No other adult in the household available to provide care
- AF Form 40As must be provided for Rescheduled Drills
- Completed AF FCC ECC Request
MILITARY SPOUSE APPOINtMENT CHILD CARE (MSAC)
MSAC is designed to provide child care for spouses to attend approved appointments related to key aspects of military life.
ELIGIBILITY REQUIREMENTS
- Spouse of a member of the Military Service Active Duty or Reserve/Guard Member in an active duty status
- Member of the Military Service Active Duty, Reserve/Guard Member in an Active Duty status, or DoD Civilian
- Assigned to, living or working on the installation
- Spouse must be attending an approved appointment
EXAMPLES OF APPROVED APPOINTMENTS
- Medical appointments
- Classes offered by Airmen and Family Readiness Centers, Chaplain, Family Advocacy, and Medical Agencies
- Employment opportunities
- Job interviews
- Initial job training/new employee orientation
NOTE
- Volunteer opportunities are not an approved appointment.
- Appointments for active duty military members are not eligible, unless the active duty member must attend the appointment with their spouse.
PCS CHILD CARE FOR ARMY, NAVY, AND MARINES ASSIGNED TO AF LED INSTALLATIONS AND ALL SERVICES TRANSITION ASSISTANCE CHILD CARE (PCSCC)
The PCS Program is designed to help relieve some of the stress felt by families in the process of a PCS move or transitioning from the military. Army, Navy, and Marine families assigned to, living on, or working on an AF led installation are eligible for both the PCS and Transition Child Care Programs.
AF families are eligible for the Transition Assistance Child Care.
NOTE: AF families receive PCS Child Care from the AFAS PCS.
Army, Navy, and Marine families PCSing are eligible for 20 hours of child care per child at both the departing and inbound installations. These families may use the child care 60 days before the family’s departure and 60 days upon arriving at the new installation.
Transitioning families are eligible for child care based on scheduled appointments/ transition classes.
ELIGIBLITY REQUIREMENTS:
- Member of the Military Service
- Active Duty
- Active Duty Member Retiring
- Copy of PCS orders or Transition Assistance Program Registration
- Completed AF FCC ECC Request
REMOTELY PILOTED AIRCRAFT CARE 2 (RPAC2)
The RPAC2 is available at the following Active Duty installations: Cannon, Creech, Davis Monthan, Ellsworth, Holloman, Shaw, and Whiteman. It is also available at the following ANG/AFR installations: Fargo, Houston, March, Nashville, Springfield, and Syracuse.
It is designed to provide child care for spouses to attend approved appointments, if the sponsor is assigned to a RPA location. Examples of approved appointments are medical appointments, classes offered by installation agencies, and employment opportunities.
ELIGIBILITY REQUIREMENTS:
- Member of the Military Service
- Active Duty or Reserve/Guard Member in activated status
- Assigned to a RPA location
- No other adult in the household available to provide care
- Completed AF FCC ECC Request
- Completed AF FCC ECC Request
RPA EXTENDED DUTY CHILD CARE (RPAC)
The Remotely Piloted Aircraft (RPAC) Extended Duty Care Program is available at the following Active Duty Installations: Cannon, Creech, Davis Monthan, Ellsworth, Holloman, Shaw, and Whiteman. It is also available at the following ANG/AFR installations: Fargo, Houston, March, Nashville, Springfield, and Syracuse.
It is designed to provide overnight, weekend, and holiday care for those members assigned to the RPA mission.
ELIGIBILITY REQUIREMENTS:
- Member of the Military Service
- Active Duty or Reserve/Guard Member in activated status
- Assigned to RPA location
- No other adult in the household available to provide care
- Must be purchasing full-time care
- Copy of schedule
- Completed AF FCC ECC Request
EXCEPTIONAL FAMILY MEMBER PROGRAM RESPITE CHILD CARE PROGRAM (EFMP RCP)
The EFMP RCP is designed to assist Department of the Air Force families with short-term, specialized child care (to help reduce the stresses associated with caring for an exceptional family member). The program provides 40 hours of care each month for both the EFMP child and siblings up to age 13. For those young adults, between 19- 23 years of age, and they are identified as the Exceptional Family Member, Respite Child Care may be available on a case-by-case basis. ELIGIBILITY REQUIREMENTS:
- Member of the Air Force
- Active Duty or Reserve/Guard Member in activated status
- Verification of at least one family member who has been identified as an Exceptional Family Member (EFMP) and is moderate/severe.
- Airman must be Q-Coded
HOW TO APPLY
- EFMP Verification Form—issued by FCC or AFRC—requires medical provider’s signature
- “Q-code” verification letter—issued by MDG
- Turn verification letters in the Community Child Care Coordinator
- Your paper work will be uploaded to AFSVC for approval.
Once approved you and your family’s information will be uploaded and you will be informed of the approval. AFSVC researches, in most cases, an appropriate respite care provider for your EFMP member and will inform you directly of the assigned provider.
You schedule respite care directly with the provider and then email the CCCC the agreed upon schedule. The CCCC enters the schedule into the online AF FCC Subsidy system and you receive an email confirmation.
SUBSIDY (SUB)
The SUB Program is designed to assist family’s utilization of an FC home and pay the same weekly fee they would be charged for child care in an Air Force Child Development Center (CDC) or Air Force School-Age Care (SAC) Program.
Currently, Air Force is buying down the cost of child care for all families using FCC, regardless of their waitlist status, children/youth with special needs, and parents that work outside the normal operating hours of the CDC or SAC
ELIGIBILITY REQUIREMENTS:
- Member of Military Service Active Duty, Reserve/Guard Members in Activated Status, and DOD Civilians
- All adults living in the household must be either working or enrolled in school
- Completed AF FCC ECC Request Packet
WOUNDEDWARRIOR CARE (WWC)
The WWC Program is designed to assist families when the Wounded Warrior has medical and/or military appointments.
ELIGIBILITY REQUIREMENTS:
- Member of the Military Service with a Wounded Warrior Status
- Active Duty or Reserve/Guard Member in activated status
- Retiree
- No other adult in the household available to provide care
- Completed AF FCC ECC Request
